Very different than CSS obviously, but it can be quite tactical if you want.
Public servers won't always be, they're usually just hectic mayhem (which sounds bad, but it's not, it's surprisingly fun), but organised team matches can get quite heated, and can really show off which team can adapt and work together the best.
"Easy to learn, hard to master" is about right, you'll see a lot of particular classes who's job it is to essentially just spam grenades etc, but its not to say there aren't people out there playing these classes who aren't skilled at those classes.
As mks2005 said; the game rewards aggressive play, intelligent play, and also taking risks, for every class in the game there's a counter, in that regard it's well balanced, but you'll have people argue because this game has "classes" (9 of 'em) that it'll never be truly balanced, it's a lot faster, and easy for pick up and play than CSS, you can switch classes every time you respawn.
Finally I'd say TF2 community is a lot more relaxed than that of CSS, which is a plus for me, it is a serious game despite it's cartoony appearance, but it's a really only as serious as you want to play it
