I don't understand why buying one at full price is some kind of guarantee that you will get a refund?

What reason does a retailer have for having to do that?
It's also surely no different to any other transaction, you buy it at the price advertised. If it's online, you have the 7 day DSR, but to assume you are just going to get a refund for something seems a bit naive.
