HTPC: HDDVD/Bluray Playback Upgrade Help

I'm considering upgrading my HTPC with a HDDVD/Bluray Combo Drive. I'm looking for some advice.

This is my HTPC as it stands:

Intel Core2Duo 6420 CPU (4MB Cache - 1066 FSB)
ABIT FATAL1TY F-I90HD Motherboard
2GB GeIL DDR2 RAM
1GB Corsair USB v2.0 Vista (Using it for Readyboost)
Windows Vista Home Premium (x86 - 32bit) Using Vista Media Centre as Frontend
Samsung Spinpoint 250GB SATA Hard Disk

I need some questions answered before I go ahead with the upgrade.

I'm using the onboard ATi graphics currently; I'll need a PCI-E Graphics Card with HDCP which one should I look at?

The system is currently being powered by a Enermax Liberty 400W PSU is this enough to run the system as it stands above with the additional GFX card?

The HTPC is currently connected to my TV (Panasonic TH-37PV500) via VGA. I have an HDMI Cable run as well, is there any advantage to running my HTPC by the HDMI rather than VGA for HDDVD/Bluray playback?

What would be the optimum resolution to run my TV and HTPC at for High Def playback? (Panasonic TH-37PV500 Manual )

Gfx card Ati 3450
PSU will be fine
HDMI will be better
Max res is 1,024 x 720 for that TV.
