HTPC or games console

Hello all,

Need some advice, my boss wants to setup a home cinema room. which would be better option to use a games console or a HTPC connected to a large screen TV to watch movies, downloaded video etc?
 
How much does he want to spend? Does he want something that will plug in and work, or something he can tinker with? Does he want to play games, or use it purely for media playback? If he wants to play games, what kind of games?

My preference (and hence, what I've gone with) is a PC - but I've kitted it out with a quad-core processor and a 6970 graphics card so that I can still play some games on it too.
 
I went with HTPC, with it acting as my media server and seedbox.

Ended up selling my Xbox as I only game on pc now.
 
he wants to watch DVDs and downloaded movies etc off a usb memory stick and external usb portable hard drive.

Would a philips DVP3990 dvd player which has a usb port play videos off a external portable hard drive as well as a usb memory stick?
