Cod in Hastings comes form Scotland because quotas say you can't catch and land it in Hastings.

The quota is no way what so ever provides a way not to catch cod though. All that is does is provide a target that is never exceeded because it doesn't include cod that are not landed.

In actual fact the quota is exceeded.
