Given all the debris, I'd be seriously tempted to close the pit lane for stops and use the safety car to lead the cars through the pit lane while getting lots of brooms to clear that away.

was weird situation that rosbergs problems were hampering hammy, fast enough to stay ahead of vettel but not fast enough to break the drs which seemed to be helping vettel stay ahead of hammy
