Probably Noob question but ive read that when you lower the speed of the hypertransport it doesnt effect performance is this 100% true, if it is what the hell does it effect then?

Nothing apart from stability if its too high, it does affect performance (by a very very small amount) but the boost youl get rfom the clocking your doing more than makes uo for it

If you turn it stupidly low it will effect performance, but as long as you're above 800Mhz I've never seen any impact (not tried lower, so you may be able to get away with much less).

I've seen a benchmark where they dropped it right down and it barely affected performance.. Think they dropped it right down to 200! Although it depends how many devices you have after the bandwidth I suppose...

Heres some benchmarks showing the performance with varying HTT

Linky

Not the original benchmarks I was after but they show the same results.
