I bought a pre built and its hot .. too hot

Hyper 212 isn't much better than the amd stock cooler and this definitely won't be and if, not by lot. The amd stock coolers are nothing like the old ones, they're actually decent and better than some of the old custom ones from years ago.
 
Looks like its buy two extra fans to exhaust the case out the top and see if that works. Otherwise its buy a new case and a better cooler which I'm guessing is going to set me back £200+ or drill a gazillion holes in the front panel so those 3 fans actually suck a decent amount of air in.

There are very good cases around £70‐100 mark so probably not as much as you think.

The £50 cooler or aio +fan or two on top should do the trick tbh, just get some fans that push good amount of air out. If you like the look of the case that shouldn't be a problem.

Or just change the case if you fancy and see how that helps.

I don't know where you got the information that the 212 is worse or even remotely similar to stock coolers but you're very much incorrect. I have issues with it for several reasons, it became the "go-to" popular response for budget coolers despite being beaten out by cheaper options for many years. It is not however even remotely close to the stock AMD coolers, it absolutely beasts them.

The new ryzen come with the wraith prism, which specifically is fairly decent. The evo is a bit better but not enough to justify cost, few c at best. Might just as well spend £15 more and get something better.

The 212 is great upgrade for the smaller intel coolers or the tiny wraith stealth that comes with the low end cpus.
 
Today I undervolted the cpu (working my way up, currently PBO setting 25 - seems stable) I also moved one of the useless front fans up to the top to exhaust. Oh and about those useless front fans the bottom one is even more useless as it literally blast its output straight against the hd retaining wall.

PC now runs at with temps in the high 70's

Long term I think I'll buy another case
 
I would agree with the above that the quickest and simplest solution is probably a new cooler. However, that being said, I would certainly consider a new case looking forward. I think the existing one is always going to restrict your options and you may suffer a performance hit on boost clocks due to the higher temperatures. As has been said, decent airflow cases can be found for reasonably cheap.

Try out one of many budget coolers that have at least 4 heat pipes, i'm well impressed with the Gammaxx 400 v2 on my Ryzen 5 or you can opt for the Vetroo if you like some RGB bling to go with it.You going have to unplug everything, including the GPU and take the motherboard out of the case as you have a way easier time when installing the bulky air cooler.

On my Ryzen, the settled temps under hefty load(cb, blender, Prime95 small FFts, realBench etc) have been in the mid 40s range and thats in a tempered glass case with just the side grills to allow a bit of air from the front towards the back and one rear exhaust 120mm fan.

The prism is actually pretty decent, have one running on my 5800X and never goes above 81c although it can get a bit noisy. The stealth is poor though and definetly worth upgrading.
 
Update

I bought an Artic Liquid Freezer II 240mm and although an absolute nightmare to fit has dropped the temps from mid to high 70's to low to mid 40's when gaming . A drop of 35 - 40C

Excellent result.

The Freezer II is a great piece of kit, I think they've just upped the warranty (even retroactively) on them to 5 years also.
