Check your hosts file.

Open notepad and drag the hosts file located at C:\WINDOWS\system32\drivers\etc into the notepad window.

Copy the results here

::1 localhost

Delete everything in the Hosts file bar the first line i.e keep "127.0.0.1 localhost"

Edit: after looking at my Hosts file, Vista also adds: "::1 Localhost"

That should sort you out

Burnsy

Edit2: So for clarfication: your Hosts file should look like this:

Code:
# Copyright (c) 1993-2006 Microsoft Corp.
#
# This is a sample HOSTS file used by Microsoft TCP/IP for Windows.
#
# This file contains the mappings of IP addresses to host names. Each
# entry should be kept on an individual line. The IP address should
# be placed in the first column followed by the corresponding host name.
# The IP address and the host name should be separated by at least one
# space.
#
# Additionally, comments (such as these) may be inserted on individual
# lines or following the machine name denoted by a '#' symbol.
#
# For example:
#
# 102.54.94.97 rhino.acme.com # source server
# 38.25.63.10 x.acme.com # x client host

127.0.0.1 localhost
::1             localhost

that hosts file that you have, would that have been edited by some kinda of spyware/ virus?
how is it for any program is it were, to edit hosts without your knowing.

Thanx Burnsy. How did that get in there to stop me using paypal.

And I had to delete the file as I could not edit it, and save it as the same file.

Thats definetly spyware, you need to check your system and never rely on just one program to find all, there is every chance last time you logged into paypal you actually logged into this guys computer and gave him all your pp details, then he turned off that IP thus you can't get to paypal you need to check your pp and change passwords etc + inform paypal support of what happened.

Also i'd be pretty careful about putting any details into that pc until its cleaned/wiped 100% sure that a backdoor isn't still there

disable system restore.

install, update and run these..

nod32 trial
adaware
spybot s&d
spywareblaster
avg antispyware
windows defender

disable avg as & windows defender's real-time scanning after though

and use the hosts file above..

if nothing is found, either someone has direct access to your pc (be it remote or local) and has altered your hosts file

or some virus that makes the change, then deletes itself was contracted over an email / rogue website...

I have never gone to paypal unless I have typed the address in myself.

hmm whats the best software to use then.

Let me make it clear that host file is like someone going to the post office and saying anything you send to joe blogs deliver to mr scammer

you type in www.paypal.com your pc sends you too 75.67.92.226
at 75.67.92.226 the hacker/spammer/id theft person, will have a page
looking exactly like paypal's page and then when you input your
username and password, he has it, then he shuts down that ip address
and has access to your pp account.

Thats what a host file hack does.

What you need is something like this which is free
http://www.grisoft.com/doc/download-free-anti-rootkit
and a free virus killer

they will compliment what you already have aslong as its fully updated

I can't emphasise how urgent it is you do this and check your other pc's host files

The biggest danger with these problems is you could type in your banks online site or paypal and you will never know that your being redirected.
