Yeah, you can specify these parameters on the boot-up of the LiveCD... I used to need to do a similar thing to get my USB keyboard and mouse working properly, otherwise the mouse would be really jerky and the keyboard would type stupidly fast.
You don't need to have the OS installed before you pass these parameters, you can pass them for use in the pre-install environment.
