I don't want the outline when I drag stuff

This sorta thing

I dunno what happened but before when I dragged things, it would just move, i wouldn't get the outline, how do I fix this?

Open the display properties, click on the Appearance tab, then effects and tick 'show window contents while dragging'.

Right-click on Desktop>Properties>Appearance tab>Effects then tick "Show window contents while dragging. Click OK then Apply in Appearances tab. Should be sorted.
