I enabled DSR and it broke windows file explorer- is that even possible?

I'll detail my problem below, but my main question is would DSR even be able to stop Windows File Explorer from displaying?
(Windows 10 Pro, fully updated +latest Nvidia drivers).

I set my resolution in DSR (1st time) to be 2560x1440p, on my TV display which is 1280x720 native. Played Fallout 4, worked fine.

However when I tried to open any windows folder, NOTHING happened. Not an error, or a slowness. Just nothing. Start etc all worked fine, indeed if I opened paint and went to open a file from within in it, that showed my folders OK - but If I tried to open one in a new window, again, nothing. ALT+TAB showed no window to select off screen or anything.

I followed this page's "fix's" MIcrosoft Help. 1st one found a CBS fault, but couldn't fix it. DMIS said it did something, but I don't know what. Anyhoo, neither fixed it.

Being the only recent change, I reverted my resolution, restarted, and bingo File Explorer works 1st time no issues.

I'm no expert but this doesn't seem logical to me, any explanations?

How I enabled DSR if that matters, being a newb to it, step by step.
  1. In Nvdia control panel, turned on DSR with resolutions 2x and 3x.
  2. In Geforce Experience, clicked the wrench and chose the DSR resolution which was 2560x1440p.
  3. This worked on Fallout's game graphics, but its UI and dialogue cut scenes were rendered at my old 1366x768 resolution, as they only displayed in the top quarter of my screen.
  4. Changed my desktop resolution to 2560x1440, (reported it as DSR 1.78, even though 2560x1440p was 2x) this fixed the UI display in game. Happy bunnies.
  5. Next day, open a folder and, well, no I don't problem started here.
