I enjoyed Generals (despite it's 'generic' setting). I did not enjoy Tiberium Wars as the difficulty (in SP on Normal) was stupidly hard towards the end. I never even got round to starting the NoD campaign
Both have their own merits. I find Generals the modern C&C that's most like Red Alert, so there's a plus, though C&C3 has some good things added such as nonselection on the harvester, etc...

I played Red Alert 2 yonks ago, im fairly sure that was the last base building game i played. Ive just finished Ground Control 2 and felt like some base building rather than spawning type games.
I'd definitely say start with Generals and Zero Hour. Enjoyable campaign and you can do skirmish games for hours using the different generals on Zero Hour. Really quite enjoyable.
I'm currently on my second play through of Tiberium Wars as it was released on Steam last week. Completed the campaign for GDI, NOD and Scrin. I have now moved to the expansion Kane's Wrath and still going through the campaign - half way through. The campaign and game as a whole is enjoyable even on the second play through.
To put things simple: Play Generals and Zero Hour first and continue onto Tiberium Wars and Kane's Wrath. Both definitely worth playing.
