Have you tried monitoring your CPU/GPU clocks/usage during gameplay using MSI Afterburner or similar? That'd be a good place to start.

monitor resolution plays a massive part, as do the settings you use, a hefty difference between 1080p and 1440p and it gets serious if you move from 1080p to 4k.

in the steam discussion the user thats getting better fps isn't using the HD res pack, you are so that will explain why your fps is lower.

his fps at 1080p with no hd pack enabled is 105-110fps, and at 1440p again with no hd pack on is 70-85fps.

you fps at 71-81fps with hd pack running is actually pretty good, we just need to know what res you play at? (1080p or 1440p)

I used HWmonitor here is a screenshot:

U mean the user "cua_bien02" he is using 7.12 GB Vram which mean he is definitely using HD texture pack, coz without it the Vram goes down to about 5 GB.

My monitor is Asus Rog PG279Q I play at 2560x1440

My bad I didnt notice that he doesnt mention which resolution he is playing at.

However the video in the youtube is using an rtx 2080 and playing at 1440p and max setting and hd texture pack and he is getting between 83-100 fps.

that video shows a 9700k which is indeed a lower part than your 9900k, but that chip is running at 5ghz (possible all core) and for gaming core speed is what matters so the fps will be higher compared to a stock 9900k

what core clock is your 9900k at in that game?, it will make all the difference especially in games

My CPU is running at 4.7ghz.

there you go a 5ghz all core 9700k will beat a stock 9900k in almost every game you pit both against, no wonder the 9700k at 2080 get better fps, i wouldn't feel too bad as what you are getting at 1440p at stock speed is still very good and you have hd pack installed and turned on too

As a fellow MHW player, I can also confirm that enable Hi-Res Texture would drop my frame rate from around 115-120fps down to around 90~100fps as well at 1080p at the gathering hub with me alone there.
