Paying isn't really an issue. If I can just block each PC from allowing .exe, .mp3, .avi ect from being downloaded, I'll be happy.
 
How about just limiting the bandwidth to each machine? When they see their .avi trickling in at 5K/sec, they will just give up.
 
Imagine trying to use a website with 5K? Not going to get much business are you?

Take a look at Smoothwall Corporate Guardian it is very good. I've used it to block downloads and stuff. Can act as a transparent proxy so you shouldn't need to configure the client PC's.
