Did he go out of his way to be friends with you? If he did, it's obvious he wants to be more than friends. The only way a bloke can be friends with a girl is if they make friends passively (eg. you happened to sit next to each other in class).

If i were you i wouldn't do anything, even if you feel sorry for him not being able to get a girlfriend. You need to understand once you show no romantic interest hopefully he'll get the idea if not distance yourself from him a bit and if your huggy with him stop doing it as it can get his hopes up.
