Strange suggestion but try booting with none plugged in. After you hear the windows 'starting up' noise plug them in. Also have you tried safe mode? Could be it is trying to set the res wrong, in safe mode you can pick the right res and reboot and all should be well if that is the issue.
it will normally try and use the same resolution on both monitors.
if one is un-supported if could be the problem. What resolutions does your TV support?
Try letting windows start up on your main monitor, then plug the TV and see what happens. What graphics card are you using?
Right click desktop >
Properties if XP > Screen resolution if Vista/7 >
Click the monitor you want to be the main monitor and select "make this my main monitor"
(pro tip: you can click and drag the screens in the window to change their position if you desire)
