I shut down pc only for it to restart by itself

As per title,

I try to shut down my PC, it stays off for 2-3 seconds and then restarts. I have disabled wake on Lan.

What is the usual culprit here? I use win 10 Pro, Asus 270E.

As above - but if that doesn't work try disconnecting all the F_Panel connectors and then use the onboard motherboard start button to start the computer.

If it shuts down OK - you may have a dodgy case lead - or loose fitting.

You could try clearing the CMOS too - and reapplying setting.
 
I had this problem for several days, restarting at shutdown and starting when switching on at the wall without using the power button. Ryzen 1700, C6H board.

This was solved after a lot of head scratching my simply replacing the CMOS battery.

I replaced it with a new one, as it was under the gfx card, but possibly could have simply removed and replaced the same battery (not sure). I have had no re-occurrence of the problem. A £2 fix.
 
I seem to remember reading many years ago of "Hybrid start up" being able to cause this.
Might be worth turning off, its in the Power options section.
