I have changed to 1.1 put the llc at high then put my vcore down to 1.3 but then I had a play around and clocked to to 4.7 with a vcore of 1.38 and passed IBT no problem. Is 1.38 ok for 4.7?

For me yes but its your CPU so you decide whats safe mate.
