i5-2500k problems

Hey all im not sure if im missing something here but i have my i5 at factory settings apart from the boot order, HPET at 63-bit and quick boot enabled and every so often the multiplier drops down to 16 and it runs an 1600mhz and doesnt go back up, what am i doing wrong?

EDIT: I changed the memory frequency to the right one but where is the speedstep setting??

Thanks for your help, seems to be working great now :D Was almost as if before it was taking some time before it jumped up the frequency or it was bordering on moving up a level.
