GF doesn't seem to have as good results even with the same process though - their 14nm (despite originating from IBM/Samsung) I've seen reports from more than one source that for instance the same SoC design was returning 20% higher clock ranges on Samsung and TSMC than GF though that doesn't necessarily translate to other products.
