i7 @ 3.8. low volts, high temps.

I believed that some CPUs are hot than others. Mine at 19*190 with 1.157v idles in midles 30s and full 60s. (For that vcore i think its hot)

What shall i set the QPI to, same as cpu volts ? and what does that HP meant to do, is it a good thing to have enabled ? I best take the board out and redo the past etc

Try QPI on 1.3V-1.35 for 3.8ghz, it doesn't have to be the same as CPU volts no, just make sure that QPI voltage and DRAM voltage are within 0.5V of one another (so with a 1.3V QPI keep DRAM volts below 1.8V).

HT = Hyperthreading, it basically gives your CPU 4 more threads and uses areas of the CPU that would be otherwise idle, obviously the more of the CPU that is being used at the same time the more heat is generated.

EDIT: If you download "TurboV" from the Asus website you'll be able to see what volts your QPI & DRAM are being set to as they aren't shown anywhere in the BIOS, I remember when I left those voltages on auto they got set really high when overclocking.

Most people get around 75c for those temperatures and volts at that clock so thermal paste isnt going to shave 25c for you OP, 2-4c at most.

You just need to reset your cpu cooler.

Done that. can i use this turbov to adjust it ? and also the BLCK ?
Or best to adjust in the bios. My ram i put at 1.64, as it wouldn't go to 1.65, just goes to 1.66. my ram is meant to be at 1.65.

Yes you can but I prefer to adjust them via the BIOS, I just found TurboV useful to find out what my QPI and memory was set to on "Auto" because the BIOS doesn't say.

Try lowering the QPi to 1.325ish and you might want to check the heatsink contact like others have said, you shouldn't be hitting 100C with those voltages and hyperthreading disabled.
 
im suprised my nero has as good cooling as it does cuz unlike most coolers the base isnt flush or polised or lapped at all, the heatpipes and base have gaps between and the base is quite uneven.

They recommended a pea size amount of paste so that way it fills the gaps, whatever the theory it works :)
