i7 4790 with 4070 Super

I had a 4790k with a 1070. I upgraded to a 3070 and definitely noticed some improvement.

Then I changed platform to a 7700x and it was like I’d upgraded my GPU again.

A 4790 cripples a 4070s.

Yeah anything more than a 3070 is going to be massively wasted on a 4790K or similar - even then you'll see up to 20% or so bottleneck from lacking CPU grunt in some situations but overall I'd say up to a 3070 is worth it - especially in anything using ray tracing there are some benefits which offset the CPU bottleneck in pure rasterisation, beyond that it is a waste.
 
I think your platform has PCIe 3 and that very likely is limiting the performance of the RTX 4070 S. I wouldn't bother in upgrading to faster memory etc.

Save some money and buy a new CPU/MOBO memory combo

that's absolutely an incorrect statement to be making
the limitation here is the cpu, not the pcie bandwidth

even a 4090 (outside of a few select scenarios) does not get hamstrung much by pcie 3.0 x16
 
Just adding I also have a 4790 non K and just got a 980ti from MM. According to bottleneck calcs the 4790 will bottleneck the 980ti a little but nothing like your 4070 :-)

As above I ran a GTX1070 on an equivalent CPU (4820K overclocked to 4.4GHz IIRC) and it was a pretty well balanced setup, I even ended up upgrading that system to a Xeon 1650 V2 (6C/12T), with a 3070 and that was reasonable, though the GPU was a little bottlenecked. Some games these days unfortunately rinse a 4C/8T CPU of that era but still cope on 6C/12T or higher core count CPUs of that era.

People focus too much on the bottleneck these days. Saying that, a 4c/8t CPU of that age with a modern Nvidia card, and it's heavy drivers, would just be a waste.

Save the money and do a full upgrade all at once, unless you could get a blinding deal that won't happen again, on the GPU.

You've already solved the CPU/mobo problem.

yeah - i have a 4790k and a3060ti - sure there will be a bottleneck but its perfectly fine playing brand new games at 1440p
