i7 8700k overclocking help

Hi,

Back in the PC world for the first time in 9 years, got myself a cheapish pre built from elsewhere (apologies). This seemingly came with an overclocked i7 8700k. CPU ID and Windows see the CPU speed as 4.4Ghz. Would I be right in thinking that in "overclocking" this CPU it is in fact being crippled by not letting it turbo up to it's full potential as required? Is there really any benefit to nudging it up to 4.7Ghz if it ramps up to that speed when required anyway?

The 4.7ghz turbo is for single core only, if you want that turbo on all cores then just enable multicore enhancement in the bios.
