I9 9900k worst possible chip?

Hello, I have recently decided to overclock my i9 to squeeze out every possible power possible. However when I try to get a stable overclock I just can't get stable on 5ghz with 100mhz avx offset.
Specs: i9 9900k
Mb: asus maximus xi extreme
Ram: corsair rgb vengeance Pro 3600mhz
Psu: corsair rm750x
Cooler: corsair h115i rgb platinum 280mm

My computer freezes after 1 second of small ffts on prime95 on whichever voltage I give it. The highest I have went is 1.45v and it still froze and crashed!! With llc at level 4-5. I will post some pictures of the voltage in windows and some bios settings. Please help as I have been trying this for the past 2 days with no luck. Have I lost the silicon lottery big time? I will answer any questions:)

Maybe try increasing the AVX offset and or dropping the clock frequency and see if you can get it stable first at more reasonable voltages and then work your way up from there.

Ok I can try that, but I see people getting 5ghz all core at such low voltages and I see it quite often on these chips. I really want to get 5ghz, but even in Windows the chip is really rarely going up to 5ghz, it is always at 4,9 GHz even at idle. Is it because of Windows using the avx instructions? How would I start an overclock like you are saying? Should I start at 48 all core + 1 avx offset and continue from there? What voltage do I need to start from? Thanks in advance
 
Not all chips are the same, mine only does 4.8.

I think I ended up just leaving it at stock and manually setting a lower voltage.
