If you have a new digitised passport (one where the photo and your signature appear on the same page), you don't send it in, just the number. But because you don't send in your passport, you need to get the photo you send in to them verified, because they don't have the passport to compare it to (they just run the passport number through a database to check you're legit).
At least that's how I interpreted it, when I read it the other day (I'm also applying for my provisional at the moment after I got ID'd for the first time in a pub here. Apparently having a full-on beard doesn't make me look old enough)
If you have a new passport, it also pulls the photo off the IPS database.
