Looks like a Dell laptop video/audio breakout type cable.

is it not a video card to DVI convertor thingy, pretty sure the 9600GT we have at work has one of them.

One end is a component video lead (the three RCA conectors) this is a common AV connection (picture only)

The other will plug into a graphics card. was common on nVidia 8800/9800 series cards

To give a proper name for it, it's a Component to S-Video converter.
