Depending on how much you feel like helping out just now, I'd be tempted to put him on your insurance in the most limited capacity possible to build some no claims, but don't let him drive until his two 2 years are up.

Maybe look into a scooter for him getting to work and covering the extra cost of your premium.
 
Only if he didn't use his real details in the quote system, if he did they already know and will be logged on their shared database. Insurance companies do share and use this data to specifically target fraud. It's pretty well documented where people have been caught 'omitting' accidents and points so its generally not recommended.


EDIT: just googled it and insurance companies have access to DVLA records so yeh...

Just don't declare them after the 4th year. I didn't and it never got questioned. All they do now is ask for the license details and use the online checker. If nothing is showing then it's fine.
