If a car is slow to start - what is probably the problem?

If the battery is at full voltage and the starter motor seems to be ticking over at the correct speed, what is likely to be the problem on a car that has to be turned over more than usual before starting? (It's a 2.6V6 Audi A4 from 1997 with 124'000miles on the clock).

They were changed at the last service - that was my first guess too!

When cold and if there is less than ~ 1/4 tank of petrol in my 99 Civic, it doesn't always start first time.

A battery an show full voltage but be on its way out, ie not achieving full charge.
I believe Halfords can check this for free......

Unlikely to be the battery as he says it's ticking over at normal speed.
