I'd keep the money for sure if found on it's own without anybody in sight. If I clocked the envelope dropping from someones bag or pocket, then I'd pick it up and run after them and hand it back.

In an envelope, keep it!

Unless the envelope was to pay a bill, gift (with a card) or something like that.

If it was an normal envelope, I'd consider it mine. Only as, if I lost it, I'd never expect to get it back.

Wallets are a whole different matter...

I agree, if there is a chance you could actually identify the owner then it's completely different than finding some anonymouse envelope that anyone could claim was their's.
