Illegal immigrants

If i wanted to report a particularly unsavoury illegal immigrant in this country who would i contact?

This person has let their passport expire (not a uk one), has been in country for about 5 years, doesn't work and abuses his kids but is married to a british woman. does being married to a british woman count for anything?

I thought if it was forieng woman to british man it was different to vice versa if you know what i mean.

Every way i turn to get this guy for what he's doing i get a brick wall. Seems like the only people to be targeted are the honest hardworking ones.
