Image Editing Programs.

Hi.
Im looking for a program, thats free, that i can use to touch up my photos off my Camera phone.
I traditionally use 'Noiseware CE' to sharpen the picture up and remove the noise.
But i havnt got a program that i can use to brighten a picture up.
The other image editing programs that i use are
Paint.net - To do some fancy editing effects, like frosting.
Gimp - To mainly resize and edit pictures. Handy for making wallpapers.

I cant find a way to do what i want in the above programs properly, so i was hoping that one of you lot could recommend another program that i can use to do the job.

Was going to say Gimp but youve tried that, the only other freeware app I can think of is Photoplus http://www.freeserifsoftware.com/software/PhotoPlus/

Microsoft are bringing out a new gfx app, I think you can download the beta of it
