Yes but how to do it depends on where the partitions are relative to each other.
You can expand a partition using Disk Management or the Windows supplied diskpart utility if the unused space is immediately after the partition to which is to be added.
Otherwise you'll need to use Partition Magic to shuffle things about - there are other similar programs whose names escape me at the moment. You don't need to buy PM, there should be a fully functional trial available (or at least there used to be).
Regardless of the method you are messing with the fundamentals of how the data is stored so backups are vital (even more so than usual).
