That board should have a pair of IDE connectors on it so you'll be able to use one for your CD/DVD and one for the HDD, that's easier than trying to get two working on one cable. Make sure that the jumpers on the IDE driver are set to "master", chances are they will be but give it a quick check anyway. Fit the drive into a suitable slot in the case and wire up the power and IDE cables, fit the IDE cable into the spare port on the motherboard.
Once that's done fire up the PC and jump into the BIOS (usually it's a case of hitting Delete at the splash screen), check that the drive is detected on the main page and then check the Boot Priority to make sure the SATA drive is still first (otherwise the system probably won't boot). Save any changes and exit the BIOS.
Let Windows boot as normal, it should detect the IDE drive as new hardware. Now if the drive has been used previously it may just appear as a new drive letter. If not you'll need to head to Disk Management - right click on My Computer and pick Manage, then Disk Management from the left hand list. In the right hand pane you should see 2 disks, you're SATA one should be disk0 and will contain c: the IDE one should be disk1. You might need to create and format a partition on the IDE drive to allow it to appear in My Computer. If you want you can also swap drive letters about at this point if you want the IDE disk as d: and the CD/DVD as e:.
In theory that should be that but if you get stuck post back and I'll see what I can do to help.
