Installed memory (ram) 16.0GB (7.95 usable)

Is this some sort of windows quirk. Is there a setting wrong somewhere?
Only noticed it because i ran task manager to see what was happening RAM wise whilst running Cyberpunk.
Bios shows 16GB 4x4Gb sticks.
Windows sees 16Gb but is only using 7.95GB.
Ryzen 5 2600.
Gigabyte AX-370 Gaming 3.
4x4Gb Team Group DDR4-2400.
Windows 10 pro 64bit.
 
Which Bios version?

Also, have you tried booting with each stick of ram, 1 at a time. One of them could be faulty.

Also could be a missing CPU pin or dust in ram slot.
 
What slots have you put the ram in too?

Check your motherboard manual and make sure you have put them in the correct slots.

Press Windows key + R and type in MSCONFIG > Boot tab > Advanced Options

Make sure maximum memory is unticked

The Ram slots. 1x4GB stick in to each of the four slots.

4 slots , four sticks of ram . How can it be wrong?

What does resmon (should be able to type it as a command or you can open it from the task manager performance tab) show in the memory tab for hardware reserved, etc. ?
 
What makes you think windows is not seeing the full ram?

Are you getting that from task manager? Able to dump a screenshot?
 
Resmon shows, Hardware reserved 8241MB , in use 6480MB varies , Modifed 37MB , Standby 1464MB Varies , Free 166 -169MB . Available 1626MB varies. Cached 1525MB, Total 8143MB , Installed 16384.
 
Hardware reserved shouldn't be more than about 128MB max - there are quite a lot of possible reasons though why it might be so high and no easy answer.
 
Install 1 stick at a time and run a test on it mdsched.exe, if you get a pass try the stick in each of the 4 slots, repeat until you find a dodgy ram stick or slot. then try with 2 stick s installed or 3 sticks installed. Sounds like a faulty ram stick, as I am assuming you bought your 4 sticks as a matched set.
Alternatively have a look in your bios and you want to find the chipset configuration/ internal graphics option and change the value for the Frame Buffer Location
