Installing Windows/Linux on a Netbook without disk drive

Hi guys,
I have never had to do it but I need a little advice on installing Windows/Linux on a netbook without a CD/DVD drive.

I know I have to install the OS using a USB flash drive or over the Network, I just wondered how I go about it.

Do I some how copy the DVD disc to the USB and do it that way?

The netbook I am trying to fix definately had linux installed on it however it will not boot. It doesnt even see an installation on the hard drive and keeps attempting to boot from the network.

I have checked boot order and all is fine.

Is there anything I can use that is like the Windows repair for Linux? The netbook has photos on the hdd and I am wanting to retrieve them.

Bearing in mind I can only boot with USB.:D
