Why do insurance providers want to know if you've made a claim, even though the accident wasn't your fault?

I just had a quote from Direct Line, and it seems they want to charge me £635 without any claims, and £730 if I say I made a claim and it was the other party at fault (i.e their insurance paid out fully).

I'm confused...!
 
As a bit of a rant my insurer has sent me 5 (yes 5) renewal quotes increasing them by £200 each time, 2 came after I told them I won't renew. Why do they do that?
 
Now thinkin about it, it shouldn't be a £100 difference. i thought it was only about a £20 difference max.?

Afterall my FAULT claim made only £35 difference to my premium a couple of years ago.
 
I had to pay my insurance company an extra £70 becuase my Mum was involved in a non fault accident whilst driving my Dads car.

Work THAT one out.
 
I'd like to note I'm saying this as someone who hasnt had any form of nonfault accident. Hence if this practice were made illegal it is likely my insurance would go up. I just think its completely stupid discrimination. I don't want to think that any old drunk driver is going to add hundreds to my insurance premium.

Could someone claim the extra insurance cost off the person at fault?
