I've got a Bosch with the tray at the top. It's a bit nicer to use because you don't have a load of cutlery all jumbled up and (maybe) sticking up at you. You tend to put your cutlery in next to each other (forks with forks, knives with knives, etc) as they fit better that way, so when you empty, you can just grab a handful of the same item and drop it back into your drawers ie you don't have to sort them much.
The lack of a basket also means you can get more things into the main part of the dishwasher. My mother-in-law recently got a new dishwasher, and the difference between Bosch's two same models (one with the basket and one with the high tray) was two extra place settings would fit in the one with the tray. There's no space lost to the cutlery basket. Sure you could take the basket out, but then you're got no place to put your cutlery in the dishwasher.
I find the cutlery tray just a bit nicer to use and gives more space for plates/dishes/pans.
Edit: My Bosch allow you to raise/lower the height of the cutlery tray and the drawer underneath it by a few inches, along with all sorts of bits that fold up and down, so you can configure the inside shape to what suits you best.
