In most cases I normally hear of people getting BSOD or software crashes like games crashing to desktop.Does Intel CPU degradation cause system slow downs?

As long as the CPU is still in warranty I would RMA it once you're upgrade is in place.My 13900K degradation was causing out of video memory errors and crashing, especially during shader comp.
This was whilst running an undervolt which had been stable for over a year.
I had to slowly remove the undervolt, each time the errors would stop for a while, then they would come back so I would have to reduce the undervolt agan.
After a while the temps were too high due to almost no undervolt, so instead of undervolting I just capped the power at 280w in the bios
It's been working fine for the last few months, performance is the same as when I was undervolting but temps are slightly higher, not as high as not using an undervolt and it does not go high enough to cause thermal throttling.
When this stops being stable I think I will look into RMAing it, but until then this will do as I can still hit 39000+ in Cinebench R23 and I'm not getting any crashes.
Intel try to mask the problem by setting heavy limits in the bios, but this gives a lot less performance than what people paid for. For example, when I bought my CPU shortly after release I could get 38,000 in Cinebench R23 but it would thermal throttle. Setting a voltage offset I could hit 40,000 with no thermal throttling or crashing. I lose a bit from the new settings I need to use, but it's still nearly there. However, if I use the new default bios settings as recommended by Intel my score drops right down to 34,000. That's a large chunk of performance to lose just so Intel can say they've fixed their stability issues. They've basically just nerfed their CPU into oblivion to claim it's fixed.
So yea, if mine degrades any more it's going back. But it's a hassle and I plan to upgrade sometime in 2026 anyway so hopefully it holds out until then.
That's the thing, I would not be touching any 2nd hand 13/14th gen Intel processors as you never know what state the CPU is infrom what i gather these only get worse and degrade exponentially
also your resell value is probably also nerfed to some degree and well unless you just won the lottery or something [id still not want to just give away my lottery winnings to a big company who sold me a duff cpu lol if i wanted to give away lottery winnings i can see far more deserving receivers]
