Intel bending issue

Once the Intel CPU is fitted once, is the bend permanent? Or once you remove it, fit a frame does it even out? Or would you need to lap it?
The bend from the issue you mention is permanent, but the extent depends on the ILM used and the motherboard. I'm not sure what happens if you fit a contact frame. Lapping should not be necessary, unless the cooler is having big contact problems and even if it was, you'd probably be better off with a different cooler than voiding the CPU's warranty.

Depends what you mean by bent...
I de-lidded my i5 6600k years ago and bent the green PCB of the chip quite visibly.
I bunged it back together with the standard IHS and hoped for the best.
I'm playing forza horizon 5 on it right now. It's been rock solid for donkeys years lol.
