As regarding o/c they are both good it all matters down to the price, the ds3 with its excellent price budget clocks very very well
If you want features(like crossfire) + o/c go for the ds4 and if you just want to o/c with a budget go for the ds3 ;)

However, if you have a good few PCI expansion cards, the DS3 does have the extra PCI slot instead of the extra PCI-E graphics slot.
 
Can a pci-e x4 slot accomodate a pci-e x1 card ?

Guess it can - A PCIe card will physically fit (and work correctly) in any slot that is at least as large as it is (e.g. an x1 card will work in a x4 or x16 slot)

Agree with whoever said Asrock for the uber value end. Seem stable boards just don't expect frills/anything uber from them.

Mid range, IMO the P5B is an easier board to get along with than the DS3. IO/feature wise they're pretty similar too, if you need extra bits grab the Deluxe version, but the "vanilla" board for the price is an awsome buy.
