I am not sure who is going to end up with one of these. I guess if you require both first-class single core performance and tonnes of cores at any cost, and also are fine with buying an OEM machine. I was joking before about Intel running out of numbers but now there's only one left.

Intel's Core architecture IPC hasn't changed since 2015 and hasn't changed much since 2013. It wouldn't randomly change on a no-warranty, no-retail chip.

tdp has been a mostly lie for awhile now hasnt it?

Mostly because of (some) motherboard manufacturers ignoring TDP limits by default, possibly at Intel's behest.
