Intel i7 trubo boost problem

I have a Lenovo Y410P laptop with an Intel i7 4700MQ (HASWELL) CPU and a Nvidia GeForce GT 750M GPU.

The i7 CPU is a 2.4GHz model, but has a turbo boost feature which cranks up the power to 3.2GHz when needed.

When I check the CPU speed, using CPU-Z, it seems to be constantly at 3.2GHz. Which would explain some of the overheating issues I have been having from my GPU as both the CPU and GPU heatsinks share heatpipes and a single fan.

Is there anyway I can disable/limit the turbo boost feature of this CPU? I have checked the BIOS already and there's definitley no option there so I guess I'm looking for something I can run from the OS.

I have already stripped this system down, cleaned out the fan and heatsink and applied Artic Silver 5.

Any help appreciated greatly, as always.
 
It should boost itself as when needed most laptops offer no option to disable the feature in the bios. Have you checked for any rogue programs using the CPU. Trojans, Malware or similar can run in the background and would cause the CPU to constantly run at max ?

Have a scan with Malwarebytes and see if anything turns up & check your running programs for any high CPU use ones.

Check your power settings:

High performance = highest possible turbo speed given TDP
Balanced = clocked low in light loads, high in heavy loads.
Low power = minimum speed maintained (800mhz usually)

That seems to have sorted it, thanks. Hopefully I will be able to cranks up the graphics a little now without too much extra heat.

I don't know why it was set as High Performance by default though!
