You'll find it impossible to actually justify making that statement.

Pre-built are either super expensive, or use crap parts, or both. Building your own does not mandate being an overclocker.
 
Skylake was such a let down I went Broadwell.

Same performance but the integrated GPU doesn't suck and I don't have to waste money upgrading to DDR4.

In my case I went with a Xeon E3 1230 V2 since I had a SFF rig,and it can't be overclocked.
