If there's only momentaty shock when touching, that could be ESD.
(colder winter weather is favorable for forming of static charges)

NUC doesn't use normal ATX PSU so at least it's not Y capacitors inside PSU.
Without safety ground those cause casing of PSU float half way between live and neutral, which causes constant "tingling" shock.

Though if badly done its power supply could have some AC leaking into its output ground.
Some badly done USB chargers for example have actually risky amount of AC in their output ground.

It shouldnt be mains voltage, as NUC runs external power brick, only supplying 19v.

Be interesting to stick a multimeter on it and see what voltage your getting from the NUC itself.

It you can touch it and get a shock then touch it again right away and get one I would be concerned. I highly doubt that is the case and it’s probably more a footwear/flooring issue.

There should be no AC present in a NUC so a shock would feel more like a constant sting than a tingle.
