Yes, last time I used a local cafe a year or two back, the prices were ridiculous then... They are much better in other countries, even in the developed parts of europe they are reasonable for tourists, at least, not in UK though.

If your mate is looking for an easy business, I would suggest to go this startup cost calculator and have a go playing with that. They assume a PC costs £1000, now I am sure if you buy components separately and put them together yourself it be way cheaper, and each pc would not need that much storage space for example.

Just to store games you will provide (all will need to be legal by the way), it will help to decide if it is even feasable.

Edit: The point of having gaming, is for the good old LAN gaming, where you play and socialise. Maybe talk to some local food suppliers, to do some deals for instance. Have some spare keybaords/mice that will inevitably be destroyed. Lots of things to think about, it is not going to a simple case of buy 10 pc's, put them in a room and get tons of cash.

Might be an idea to provide separate gaming and thin client browsing/document machines, the latter would be lwoer spec, energy efficient machines, that can be left to be always on while big gaming beats would be off when not used to save power. Just an idea.
