Internet turns off for 1 hour at exact same time each week...

If the sites are pinging and they don’t load it sounds like a possible MTU issue. But why that would only be for an hour once a week is anyone’s guess.

That is totally wierd. Are you sure you don't have parental controls set? Ensure they are disabled and if they are, try also disabling the firewall.
 
For some reason the time it is happening suggests to me a date/time issue somewhere, especially when the error code in the OP seems to google back to an SSL issue - which can easily be affected by a date/time mismatch. No clue on a fix however :)
