Do a whois search on ripe.net, arin.net or apnic.net depending on where the IP originates.

You could just google whois lookup sites which will more often than not give you the country of origin and the registered owner of the address or parent range.
You can do it manually by doing a traceroute and looking up the carrier hops, but it's probably easier to use whois.

It will even try to put the IP to a geographic location but its not an exact science!
