Do I need to sign up to a rolling contract with a network or can I top up like I would a PAYG phone whenever I fancy?

I do a sim only pay as you go with orange. I rarely use my iPad on mobile data. I havent even spent £10 in the last 18 months on it, but your usage may be different.

If you have an iphone you can use it as a hotspot wirelessly and therefore save yourself altogether!

Unless you are sure start with pay as you go. I have data contract with Vodafone but don't really make much use of it. Pay as you go would have saved me a lot of money really.
Cheers for that. I wish I did have an iPhone to tether it. Tried that out with a friends iPad and girlfriends phone... was pretty impressed.
