When your searching for apps they will either be under iPad apps or iPhone apps. Some will have a '+' symbol by the price. This means that they are made to work on both. These are the best because you only pay once. But you get the developers such as the Angry Bird ones who make 'different' apps for the iPhone and iPad and therefore you pay twice.
So yes it is deliberate. I've found the majority of apps I use though to have a version for the iPad as well as iPhone.
Guys, why is it that a lot of the games i have downloaded for my daughter on the ipad2 need internet access to use? I wont have internet access in the car when we gon on hols so how will i know which games will be ok to download and not need net access?
